President Moshe Katsav told Army Radio Sunday morning that he would not consider granting clemency to imprisoned Tanzin leader Marwan Barghouti because of Barghouti's victory in the Ramallah primary elections.
Katsav said that clemency was intended to be applied for humanitarian reasons, and not for political or diplomatic reasons. Katsav said that Barghouti's win was not a sufficient reason to release him.
Earlier, Foreign Minister Silvan Shalom declared that Barghouti would "never" be released from prison.
