Education Minster Yuli Tamir on Wednesday night submitted a draft proposal to students to end their strike in higher education.
Army Radio reported that the proposal included a reduction of 3% in student fees for the next academic year and a postponement of planned reforms for the following year.
In addition, according to the draft, the government would be obligated to ask the opinion of student representatives before approving the conclusions of the Shochat Committee - the organization responsible for reforms in higher education.
