A Hizbullah cabinet minister said Wednesday there would be no unconditional release of the two kidnapped IDF soldiers, and that the group would only free them as part of a prisoner exchange.
Prime Minister Ehud Olmert has said that the soldiers' unconditional release is Israel's foremost concern.
