Secretary of State Condoleezza Rice arrived Thursday in Ramallah for talks with West Bank Palestinian leadership, to lay the groundwork for a peace conference with Israel.
Rice is to meet Palestinian Authority Chairman Mahmoud Abbas, Prime Minister Salam Fayyad and take part in the meeting of the new Cabinet that was installed after Hamas' bloody takeover of the Gaza Strip.
Rice met with Israeli leaders on Wednesday.
