The Israel Football Association Disciplinary Committee fined Betar Jerusalem NIS 30,000 on Wednesday.
The club was punished after manager Luis Fernandez instructed players Aviram Brokiyan and Meor Melikson not to take part in training this week for the National Olympic team.
The two players, who respected their boss's wishes and missed the training session, have been suspended for one game.
