Several people who asked to cancel trips to Georgia since war broke out with Russia have been told by their travel agents that the excursions are nonrefundable, according to the Israel Consumer Council. The difficulties came despite the Foreign Ministry's issuance of an advisory against travel to Georgia. The Israel Tourism & Travel Agents Association rejected the council's allegations as far as its member agencies were concerned. However, not all travel agencies are members of the association. Israeli consumers who have booked plane tickets or organized trips to Georgia should not carry any financial responsibility, according to a legal opinion issued by the Consumer Council, since it is clear that the suppliers, the airline companies and the travel agencies cannot provide the product as promised. The law requires a party who cannot supply his side of a deal to pay back the full amount of money to the other party, the council said.
