The Iranian president argued that security in the region should only come through "cooperation among its countries,” blaming the US for the closure of the Strait of Hormuz.
Araghchi added that this deal would build on June's Memorandum of Understanding between the two countries, and would only be implemented if certain conditions were met.

Russia and Iran called for a diplomatic solution to tensions after the US-Israel war with Tehran, as foreign ministers Lavrov and Araghchi met on the sidelines of the UN General Assembly.
"The implementation of the policies is in the hands of the administration and the government, but the consultations and the directions come from there [Khamenei]," Pezeshkian said.
The UAE's General Civil Aviation Authority said the decision was based on US sanctions imposed on Iranian airlines over the use of airports around the world.
“Our people have been in the streets every night to defend our Iran and to prevent those incited and armed by the US and Israel from creating insecurity within the country,” Pezeshkian said.
"We will move to strike nuclear facilities and any site belonging to them again if Tehran crosses any of the red lines, whether with or without the participation of the US," an Israeli official said.
"The US president described us as terrorists. We have been the victims of terrorism," Iranian President Masoud Pezeshkian said, according to reports from the BBC and Guardian.
Iran has targeted the region with more than 1,000 drone and missile attacks since February. It has sought to strike at Kurdish dissident groups as well as US diplomatic facilities and other sites.
“If a country cooperates with or embarks on adventures with the United States, its airports will no longer be able to operate flights,” Rezaei threatened.
