In Germany about 100,000 of the 220,000 immigrants cannot join the Jewish communities as these, usu. only accept orthodox halachic Jews as "members". Orth. conversion in Germany is made v. difficult, a pity & inhumane if the candidate is sincere & wishes to end their "limbo" status (for the non-J. Russians etc, they are "Jews") Could Israel also "open a gate" for these & children of mixed mariages in C. europe?
