The Death Penalty for Terrorists law was passed by the Knesset plenum in March and later added to the West Bank's security regulations by IDF Central Command chief Maj.-Gen. Avi Bluth in May.

According to the police, the suspect is thought to have vandalized the cafe with graffiti, thrown garbage at it, and damaged the cafe's lock.

The IDF told Army Radio that commanders had explained "the seriousness of the act" to the soldiers, and "lessons were drawn from the matter."

Police added that the investigation revealed that Gergawi had been in contact with ISIS activists and consumed related terror content, as well as planning to join the organization in Syria.
