A new operational framework maps the structural barriers keeping enterprises locked in AI pilot mode and outlines what it takes to reach production scale.
Most companies in 2026 are not failing at AI because the models are inadequate. Alexander Kopylkov, venture investor and strategist with more than two decades of experience scaling technology companies, argues that the failure is organizational: companies are trying to run AI on infrastructure, workflows, and governance structures built for a different era.
According to Deloitte's State of AI 2026 report, which surveyed 3,235 business and technology leaders across 24 countries, only 25% of organizations have converted 40% or more of their AI pilots into production systems. McKinsey's most recent State of AI research finds that fewer than one in ten organizations report AI agent usage moving past the pilot stage within a specific business function. In manufacturing specifically, 98% of companies are exploring AI, yet only 20% feel fully prepared to deploy it.
The gap between exploration and deployment has become the defining technology challenge of 2026.
According to Kopylkov, the recurring failure is not model quality or compute availability. The result is a pilot that works in a controlled environment and collapses when it touches real operations.
Kopylkov breaks the problem into first principles: outdated process design creates integration friction, integration friction creates inconsistent outputs, and inconsistent outputs erode leadership confidence, which kills deployment before it starts.
His framework identifies five structural gaps responsible for most scaling failures: integration complexity with legacy systems, inconsistent output quality at volume, the absence of monitoring tooling, unclear organizational ownership of AI initiatives, and insufficient domain-specific training data.
Data governance is a recurring blind spot. Gartner projects that through 2026, organizations will abandon 60% of AI projects that are not backed by AI-ready data. Currently, 63% of organizations either lack proper data management practices for AI or are not sure whether they have them.
"The organizations that deploy AI successfully are not the ones with the most advanced models," Kopylkov said. "They are the ones that redesigned their workflows before deploying, established clear ownership, and built monitoring from day one. That sequence matters more than the technology stack."
Citing data from McKinsey's State of AI research, Kopylkov notes that AI high performers are 2.8 times more likely to have fundamentally redesigned their workflows, with 55% of scaling leaders doing so compared to just 20% of peers. Leadership behavior is an equally strong signal: transformation success becomes more than five times more likely when senior leaders visibly model the new ways of working, not just mandate them.
For operators, Kopylkov recommends a three-part diagnostic before any scaling decision. First, audit data readiness at the workflow level, not the platform level. Second, define ownership: who is accountable if the deployed model produces a wrong output at scale. Third, build monitoring before going live, not after.
The gap will close. Deloitte's data shows 54% of organizations expect to reach meaningful production scale within three to six months. But Kopylkov's view is that speed without structure will produce the same outcome at larger cost. In his view, the organizations that treat AI readiness as an operational discipline rather than a technology procurement decision will be the ones that compound their advantage through 2027 and beyond.
