Chavez: Fully governing Venezuela, will return soon

CARACAS - Venezuelan President Hugo Chavez said on Monday he was governing with his full faculties and would return to Caracas in a few days.

Chavez, 57, was speaking on Venezuelan state TV from Cuba where he has been receiving treatment for cancer amid speculation his condition had deteriorated dramatically.
