Labor and Yesh Atid ink surplus vote agreement

Labor and Yesh Atid signed the first surplus vote agreement of the 2013 election on Monday.
A surplus vote agreement allows two parties a chance to claim an additional mandate in elections by combining "excess votes" that remain after mandates are assigned. In essence, it allows the parties to "round up" their votes.
The move also indicates a political alignment between the two parties, which are both competing for Center-Left votes with Kadima and Tzipi Livni's new movement party.
