Katz stressed that rehabilitating Gaza can only come after Hamas is eliminated and Israeli hostages held in Gaza are freed.
Katz will also present his European counterparts with strategic plans and projects to promote the region, including the "Tracks for Regional Peace" initiative, connecting the Middle East and Europe.
The EU holds that this resolution must be based on the pre-1967 lines with east Jerusalem as the capital of a Palestinian state.
In addition, the Council established a framework that will allow the EU to hold accountable those who supports, facilitates or enables violent actions by Hamas and the PIJ on Friday.
Arms trading, supporting actions undermining the stability or security of Israel, and involvement in serious humanitarian law or human rights breaches were cited as possible reasons for sanctioning.
