Russia decided to shut down some of its prisons as a result of a major prisoner draft for the ongoing war in Ukraine.
The Russian president could be placed under arrest if he enters any ICC states.

Macron’s statement also comes at a time when the US position on support for Ukraine has been watered down due to partisan disputes in Congress.
