British PM urges reform in Kuwait lawmaker address

KUWAIT CITY — British Prime Minister David Cameron told Kuwait's parliament Tuesday that political and economic reform are needed to ensure stability in the Arab world, bringing a call for greater change to the region's oil-rich Persian Gulf.

In his address to the nation's national assembly, Cameron said there is no single formula for ensuring greater popular participation in government, and that it is not up to outsiders to say how change should be brought about.

"But we cannot remain silent in our belief that freedom and the rule of law are what best guarantee human progress and economic success, and that each country should find its own path to achieving peaceful change," he said, according to a prepared text of his remarks.

The premier noted that protesters are making their voices heard mostly through peaceful means, and said that this is a "precious moment of opportunity for this region."
