WASHINGTON, March 20 - European foreign policy chief Federica Mogherini expressed concern on Monday over the Trump administration's proposed cuts in US foreign aid. Speaking at an international nuclear policy conference, Mogherini said a significant reduction in US foreign assistance would destabilize major parts of the world and hurt the United States' own security.
