Half of Israel's citizens either don't enlist in the IDF or fail to complete their army service, Army Radio reported on Thursday, quoting a report released by the IDF's human resources department.

According to the report, 67 % of those obligated to enlist in the IDF do so, a number that is expected to fall to 64 % by 2020.
