Israel arrests 15 Palestinians in West Bank before dawn

Israeli soldiers and Border Police officers arrested 15 Palestinians suspected of participating in violent disturbances throughout the West Bank, the authorities announced on Wednesday morning.

Seven of those arrested are alleged to have taken part in what the authorities call "popular terrorism," a term that connotes behavior ranging from stone-throwing to other less-than-lethal protests against soldiers and settlers.
