Kerry: Negotiations failed because trust was too low between Israel and Palestinians

US Secretary of State John Kerry offered an insight into why discussions between Israelis and Palestinians failed during the Obama administration in a speech Wednesday. 
"Negotiations did not fail because gaps were too wide, but because the level of trust was too low," Kerry said, adding that there was fear by both parties that concessions would not be reciprocated.
