Kerry: Paris climate talks will spark action without political constraints

US Secretary of State John Kerry said Monday that climate negotiations in Paris would spark action across the world without having to deal with political obstacles.
Kerry was speaking as a keynote speaker, along with Ban Ki-moon, at the "Earth for Paris" conference, an event to engage people around the world in the dialogue of the UN climate change conference.
He voiced his optimism that an agreement would be reached by the end of the week that would spark action around the world to combat the threat of global warming, despite not being legally-binding.
