Costa Rican President Oscar Arias is offering Honduras negotiators a plan to end a standoff between rival claimants to the presidency. Ousted Honduran leader Manuel Zelaya should return to power at the head of a reconciliation government, Arias said, and presidential elections should be moved up a month to October. Arias said in a statement he is also proposing a general amnesty for all political crimes committed before and after the June 28 coup. He said Zelaya should give up control of the armed forces a month before elections. Arias made the proposals Saturday as he tried to mediate a solution before greater violence can erupt in the nearby nation. Many of the proposals already have been rejected by one side or the other.
