"The time is not ripe for a final Israeli-Palestinian agreement," Itamar Rabinovich, Israel’s former ambassador in Washington and chief negotiator with Syria said on Wednesday.

Speaking at the Presidential Conference in Jerusalem, Rabinovich asked: "How do you move forward short of that? $4 billion in aid to the Palestinian Authority is not good idea," he added, referring to the recent US injection of aid to the PA.

Commenting on the recently reviewed Arab Peace Initiative, he dismissed the plan as "all talk."
