South, North Korea talks cancelled over discord over ranks

SEOUL - Planned high-level talks between South and North Korean after nearly six-years hiatus were scrapped on Tuesday, a South Korean government official said, exposing rifts over the diplomatic ranks of their chief delegates.

North Korea's earlier offer for talks came as a surprising change after weeks of bambastic threats to obliterate the South and launch a nuclear strike against the United States.
