UN Secretary General Ban Ki-Moon Monday evening said that the UN had no prior understanding with Israel that its commission to probe the Mavi Marmara incident would avoid investigating IDF soldiers, Reuters reported.

"There is no such agreement behind the scenes," Moon was quoted as saying by Reuters. He continued, "the [panel's] main work will be to review and examine the reports of the national investigations and liaise with the domestic authorities. Whatever is needed beyond that they will have to discuss among themselves in close coordination with the national government authorities."
