Under 10% of Kadima voters cast primary ballots by 2 p.m.

Four hours into Kadima's primary election Tuesday to select the next party leader, just under 10 percent of eligible voters had cast their ballots.

As of 2 p.m., 9.58 percent of those eligible to vote had done so, a Kadima party spokesman said.
