It means Islam in politics and public life, in addition to the personal sphere, and perhaps also that it should occupy public life to the exclusion of all that is not Islam. So, it is not a manifesto, exactly, but more like a philosophy that can encompass violence and any means to bring about universal submission to Allah. What do you think?
