The UN human rights organization says both Sri Lankan government forces and Tamil Tiger rebels may have broken international laws in their treatment of civilians trapped in a war zone. UN High Commissioner for Human Rights Navi Pillay said in a statement Friday that some actions taken by the two sides may violate international human rights and humanitarian law. The civilians are caught in an enclave held by the Tamil Tigers which government troops are battling to capture to end a 25-year civil war.
