Bank of Israel governor lowers interest rate by .5 percent

In a surprise move, Bank of Israeli Governor Stanley Fischer announced on Tuesday that he was lowering the interest rate by .5%, beginning on Friday.
After the interest rate is lowered, it will stand at 3 percent.
