Barak declares 'special situation' for communities 30 kms from Gaza

For the first time ever, Defense Minister Ehud Barak declared a "special situation" for communities 30 kilometers from the Gaza Strip.
The move grants the army authority to make emergency decisions over civilian institutions, like schools, factories and public functions.
