Court rejects appeal by shooter's father, paves way for 2 stories of house to be permanently closed off.

The home of the terrorist who killed eight students at Yeshivat Merkaz Harav Kook in March of last year will be sealed by security forces, the High Court of Justice ruled Monday, rejecting a petition against the plan filed by the terrorist's father.
Two of the four stories of Alah Dahim's home in Jebl Mukaber, east Jerusalem, will therefore be permanently sealed off in accordance with a decision made by OC Home Front Command Maj.-Gen. Yair Golan.
In its ruling, the court stated that it was not its place to interfere with the army's policies.
The court rejected the argument made by the petitioner, that in 2005, the state had decided to stop demolishing or sealing homes, following a recommendation by Maj.-Gen Uri Shani.
The state had explained during the court's deliberations that Shani had found that demolishing and sealing terrorists' homes had contributed to a deterrence, but recommended that the army stop resorting to it except, possibly, in extreme cases. Since 2005, the situation had changed because of the increasing terrorism from east Jerusalem and was now found to be necessary again, the state had argued.
