Israel seeks to curtail foreign entities intervention and their interference into Israels internal affairs. The EU says it will damage Israel's reputation as an open and democratic society, should they do that. This means non-governmental Israeli organizations would have to disclose the sources of their funding. Foreign entities financing Israels NGOs infringes on the accepted norms and rules of relations between democratic countries. One might wonder, why the EU is getting upset about a law that does not curtail the activities of any of their groups, or even limits the amount of foreign funding they can receive, but merely requires full disclosure from groups that rely on foreign governments for their survival.

In international law, the principle of non-intervention includes, but is not limited to, the prohibition of the threat or use of force against the territorial integrity or political independence of any state. The principle of non-intervention in the internal affairs of States also signifies that a State should not otherwise intervene in a dictatorial way in the internal affairs of other States. No State or group of States has the right to intervene, directly or indirectly, for any reason whatever, in the internal or external affairs of any other State.

The government is calling for outlawing  B’Tselem, and Breaking the Silence, accusing them of encouraging Palestinian terrorism. It calls into question the operations of foreign funded Israeli NGOs with an anti-Israel agenda, receiving foreign funding to engage in subversive and hostile activity against the state will be marked as “agents” or “plants” and be subject by the courts to have them dissolved. The EU gives money to groups that are hostile to Israels government, such as Breaking the Silence, which publishes anonymous testimonies by former IDF soldiers regarding alleged human rights violations by the army in the Palestinian territories. Breaking the Silence, is clearly associated with the BDS. The EU recently earmarked 236,000 euros for a Breaking the Silence project entitled “Educating for Change, Human Rights Education in Israeli Society”. Hundreds of millions of dollars are being given to Israeli NGOs by European countries seeking to interfere in the Israeli Palestinian conflict. The European Union is a free trade alliance with a power block, its EU money is being laundered to Hamas. And Palestinian Authority to fund terrorist activities.

In the past couple of months, Israel has been under attack by Palestinian Arabs, with the incitement and encouragement of Palestinian Authority Mahmoud Abbas. These terror attacks started directly following the speech to the United Nations General Assembly in which he said that the Oslo Peace Accords with Israel are eradicated and this blood is on his hands. When he declared before the world that all agreements with Israel are suspended, he gave permission to go out and murder. Most of those receiving PA money are members of Hamas who are behind some of the bloodiest terror attacks in Israeli history. Those receiving PA "salaries, are all serving time in maximum security prisons. The Palestinian Authority clearly provides economic incentives for carrying out terrorist acts and those who sit in jail for longer periods of time get more money, meaning that the more gruesome the terrorism, the more money will be paid. The U.S. sends $400 million per year to the Palestinian Authority. Since the signing of the Oslo Accords in 1993, the PA has been an active participant in campaigns to demonize Israel, incite against Israeli citizens and glorify acts of terror. From a young age, children in PA administered schools are taught that Jews are the enemy and must leave Palestinian land or be killed. As we are in the midst of a wave of Palestinian terror attacks, that peaceful co-existence with Israel is not on the agenda of the Palestinian Authority. Abbas has confirmed that the pledged $440 million in foreign aid that the PA receives from the US, an estimated $46 million is allocated to support prisoners released from Israeli jails. Every Palestinian inmate in an Israeli prison who is convicted of a terrorism related offense receives a monthly salary from the beginning of his imprisonment.

Abdallah Barghouti, a Hamas terrorist who is serving 67 life terms for plotting terror attacks and several deadly bombs including the bombing of Sbarro restaurant in Jerusalem in August 2001 that killed 15 Israelis and wounded some 130, has so far been paid several NIS100,000 by the PA and Ibrahim Hamed, a Hamas terrorist leader serving 54 consecutive life sentences, received NIS 200,000 from the PA. promoting terror against Israel by awarding the terrorists with vast sums of money. Since the current wave of terror began against Israelis, Abbas has refused to condemn the murder of Israeli civilians and soldiers. Instead, Abbas has repeatedly condemned Israel for killing the terrorists who carried out the attacks. Abbas said that he will rebuild the homes of terrorists who Israel demolishes,and will take care of their families. All of this financial aid comes despite massive unemployment among PA Arabs, and the PA reportedly being $4.2 billion in debt.

The New Israel Fund has invested millions of Jewish American dollars in Arab NGOs in Israel.  This money was provided with the hope, even the expectation of building a stronger and more moral Arab society. But, no Arab NGO that the New Israel Fund supports condemns the terror and peaceful co-existence.

Iran makes it clear it will continue supporting proxies waging war against Israel. The money that will flow to Iran in the wake of the nuclear agreement will serve it to strengthen the terrorist organizations operating against Israel, in its name and under its auspices, in the declared goal to destroy Israel. The billions of dollars Iran will enjoy from sanctions relief as part of the nuclear deal will go to bolster Iran’s terrorist proxies on Israel’s borders, enhancing the Islamic Republic’s offensive capabilities against the Jewish state. Iranian Foreign Minister Mohammad Javad Zarif said, a few days ago in Beirut, after meeting the head of Hezbollah, Hassan Nasrallah, “that the nuclear deal has provided an historic opportunity to stand against the Zionist entity.”

Hamas has formed a social infrastructure network based on charity funds from the Territories and abroad as part of the Islamic Zakkat charity decree, striving to gradually integrate Territories based Islamic charity societies established by the Muslim Brotherhood, to take over Waqf affiliated charity societies and private societies, turning them into Hamas affiliated bodies. Hamas, also enjoys funding in the US from the Holy Land Foundation for Relief and Development and from Interpal in Britain, the CBSP in France, branches of the Al Aqsa Fund in Germany, the Netherlands, Belgium, Denmark, and Sweden.

Iran, had prior knowledge of Hezbollah attacks, such as the 1988 kidnapping and murder of Colonel William Higgins, a US Marine involved in a UN observer mission in Lebanon, the 1992 and 1994 bombings of Jewish cultural institutions in Argentina. Iran still has a price on the head of the Indian born British novelist Salman Rushdie for what Iranian leaders call blasphemous writings about Islam in his 1989 novel The Satanic Verses. US officials say Iran supported the group behind the 1996 truck bombing of Khobar Towers, a US military residence in Saudi Arabia, which killed 19 US Servicemen. numerous attacks since 2001 on US and NATO troops in Afghanistan, and coalition forces in Iraq, have been attributed to Iran. Iran plotted to assassinate Saudi Ambassador to the US, bomb the Israeli Embassy in Washington, the Saudi and the Israeli Embassies in Argentina. Iran backs Islamist groups, Hezbollah, Hamas, the Popular Front for the Liberation of Palestine, and continues to provide training and arms shipments to Taliban fighters in Afghanistan.
