MOSCOW - A fire raged through a psychiatric hospital outside Moscow on Friday and 38 people were feared dead, state-run news agency RIA reported, citing a Russian Health Ministry official.The Emergency Situations Ministry said 12 bodies had so far been found by emergency workers searching the hospital and that the fire had been extinguished.
