Investigator: UN terror lists need checks

UNITED NATIONS — An independent United Nations investigator said that the Security Council's power to sanction suspected terrorists remains unchecked despite the recent appointment of a UN ombudsperson.

Martin Scheinin, the UN's investigator on human rights in the fight against terrorism, also said the ombudsperson appointed to the Security Council's sanctions committee in July, Canadian lawyer and judge Kimberly Prost, doesn't have the power needed to challenge committee decisions to blacklist and sanction people for suspected ties to al-Qaida and the Taliban.

The ombudsperson's office was created at the United States' urging this year as a resource for people who believe they have been unfairly included on the list. The ombudsperson is supposed to gather information, speak with people trying to get off the list and present her own observations in presenting cases to the committee.
