Judge: Katsav displayed behavior pattern of harassment

Judge George Karra began reading out the argument for sentencing at Tel Aviv District Court on Tuesday

"The victims of the accused were subject to sexual harassment and were in distressful situations that caused them to be afraid... The repeated nature of the offenses over a long period of time shows a behavior pattern," Karra stated.

The judge also blamed Katsav's behavior for the delay in the indictment.
