Only 44.4 percent of 17-year-olds in Israel are eligible to receive matriculation certificates, according to a report published on Sunday by the Adva Center for Equality and Social Justice. The report, based on data gathered in the years 2007 and 2008, showed that exam scores of Israeli high school students had fallen since 2005, suggesting that new programs and reforms implemented by the Education Ministry were not successful in preventing the decline. While 38.5 percent of high school students met the academic criteria for higher education in the year 2000, only 31.9 percent were or had been enrolled in one of Israel's universities by 2008. The lowest matriculation eligibility rate was found among the country's Beduin, Arab and low-income populations.
