While it denies the structure is included in its jurisdiction, the Netanya Municipality on Saturday built a fence around an abandoned building near the Netanya interchange on Route 2 where a man was killed and a woman was seriously injured after falling into an old well. A spokesman for the Emek Hefer Regional Council said that the site was close to several communities, and it was not yet clear who was responsible, Israel Radio reported.
