The Palestinian Center for Human rights decried what they say was "excessive force" used by the IDF on Friday in an incident on the Gaza border, AFP reported on Sunday.
IDF soldiers opened fire on Palestinians near the Gaza border fence four times on Friday and Saturday.
According to Palestinian officials, one man was killed and three were wounded in border incidents on Friday.
On Saturday, soldiers shot at the legs of a Gazan attempting to plant a bomb on the border with Israel, wounding him.
"Israeli forces used excessive force and directly opened fire at them, although it was clear that the two civilians were collecting steels and plastics from the landfill near the border fence," the NGO said in a statement.
"PCHR is deeply concerned over these crimes, which further prove the use of excessive force by Israeli forces in disregard for the civilians' lives," it said. "These grave breaches constitute war crimes."
