A plan to unify the cities of Tel Aviv-Jaffa and Bat Yam that was set to be implemented in 2023 was canceled due to the success of a plan to boost the latter city's economy, Interior Minister Arye Deri told Tel Aviv Mayor Ron Huldai on Tuesday, KAN reported.
