Twitter users report problems worldwide

Users of the social media micro-blogging website Twitter are reporting problems worldwide.
The reports include complaints of publishing Tweets, sending messages and loading new tweets.
The issue seems to be impacting countries throughout Asia and the Middle East in particular.
