Amid the war with Iran and the national state of emergency, the Kiryat Ono Municipality on June 18th (Wednesday) issued Form 4 - an occupancy permit - for a reinforcement and construction project carried out by Av-Gad Ltd. at 59–73 IDF Street in the city. This marks the first urban renewal project in Israel to receive an occupancy permit since the outbreak of hostilities with Iran.

The project includes 108 reinforced apartments: 64 existing units that were renovated and expanded with the addition of a secure room (Mamad), and 44 new units, among them eight penthouses and four garden apartments. The project was executed under TAMA 38/1 and began in mid-2021, during the height of the COVID-19 pandemic. Throughout its execution, the company faced numerous challenges, including the Iron Swords War, an extended government ban on the entry of Palestinian workers since October 2023, and the recent security escalation.

“A Life-Saving Decision”: Municipality Accelerated the Process

Kiryat Ono Mayor Michal Rosenshein thanked the municipal engineering team and the local planning and building committee, noting that she had instructed them to expedite the process so that residents could receive their apartments, complete with secure rooms as soon as possible. According to her, "The Mamad is a proven life-saving component. We decided to act according to Interior Ministry guidelines and issue occupancy permits for renovated residential buildings with Mamads - even if not all requirements have been completed - provided there is a commitment to fulfill them after the fighting ends."

The municipality published an official post reflecting this stance: “In these difficult times, we are proud to bring you an important announcement… We decided to act immediately and allow occupancy of new apartments with Mamads, which save lives, for the families and their personal safety.”

Attorney Re'em Ratzon, CEO of Av-Gad, stated: “We are happy and excited about the completion of the project in Kiryat Ono, which was complex and challenging due to the ongoing situation in the country for nearly two years. As of today, 108 families can enjoy reinforced apartments with Mamads, in new and modern buildings built to high standards and the high-quality specifications of Av-Gad.”
