North Korean leader Kim Jong Il told a visiting Chinese delegation that his country would return to international nuclear talks if Washington lifts financial restrictions that have long angered the North, a South Korean newspaper reported. The mass-circulation Chosun Ilbo, citing a diplomatic source in China, quoted the North as saying that "if the US makes a concession to some degree, we will also make a concession to some degree, whether it be bilateral talks or six-party talks."
