Report urges that Guantanamo be gradually closed

A report sponsored by a senior official of the 55-nation Organization for Security and Cooperation in Europe called Friday for the Guantanamo Bay prison facility to be phased out of existence over the next 18 months. The report said the process should be set in motion this July and be completed by December 2007 at the latest. The recommendation was contained in a 16-page report commissioned by Alcee Hastings, a former US congressman who is president of the OSCE parliamentary assembly.
