Russia, US agree to text outlining cuts to nuclear weapons

The United States and Russia have come to an agreement on the text that would outline cuts to nuclear weapons, a Russian Foreign Ministry official was quoted as saying by the Interfax news agency on Monday. US President Barack Obama and Russian President Dimitri Medvedev are due to meet at the Kremlim Monday evening where they are likely to announce this framework agreement, with detailed instructions for negotiations which could lead to signing a treaty by December. White House official told reporters the presidents expect to announce progress on negotiations that could lead to a treaty to replace the START I agreement, a pact regulating the number of long-range nuclear weapons, which expires Dec. 5.
