Manouchehr Mottaki says a cease-fire without the withdrawal of Israeli forces from Gaza cannot guarantee an end to clashes.
Only reopening the border crossings can restore calm, he added in Sunday's statement.
Israel announced a unilateral cease-fire on Sunday after a 22-day war meant to halt years of rocket fire on southern Israel from Hamas-ruled Gaza, but the vast scale of death and destruction has provoked international outrage.
Iran does not recognize Israel and supports the Hamas.
