As schools grow safer, the vast majority of accidents are now caused by pupils' own dangerous behavior, according to a report released this week by the Security and Safety Division of the Education Ministry. The total number of school accidents fell from 17,569 in 2004-2005 to 16,940 last year, a drop of some 3.6 percent. While the overall drop was not large, much of the problem in making schools safer lies with the behavior of the schoolchildren themselves, the report said. About 90% of the accidents were a direct consequence of the pupils' behavior, and were not caused by poor oversight or unsafe infrastructure. The report noted that only two percent of the recorded accidents were caused by safety hazards on school grounds. The Education Ministry has doubled the budget for treating safety hazards, bringing it to some NIS 145 million, according to ministry director-general Shmuel Abuav.
