Councilor demands explanation on top employees

Hod Hasharon councilor Amir Kohavi is demanding that Mayor Hai Adiv explain why the city employs 30 workers on top-level contracts when the Interior Ministry permits a city of Hod Hasharon's size to employ only six senior employees, reports Kohavi said it was a "symptom of sick management" when such benefits were distributed as a way of winning favor, and was a significant burden on the city's budget, as well as being in breach of regulations. Hod Hasharon, which reported an accumulated deficit of NIS 47 million at the end of 2008, has been given six months to improve its accounts or face the appointment of a ministry accountant to supervise its financial affairs. The city recently embarked on an efficiency program that involves budget cuts in a number of areas. "I expect the mayor to lead the process of changing the budgetary structure and not to hide behind cuts in welfare bodies as a sign of increased efficiency in the city," Kohavi said. A municipal spokesman responded that Kohavi had received a "personal reply" from the human resources manager.
