According to the report, faction member Noam Hofshteter said the faction's aims in offering the course were to make the budget "more transparent" for residents and to make municipal decision-making processes more open and more cooperative. Hofshteter said that despite the reputed apathy of Tel Aviv residents, many had already signed up to take the course. The report said the course involves four weekly meetings of three hours each in central Tel Aviv. The main lecturer is Eran Klein of the Shatil social change movement.
