In the past few weeks, we've seen Britain withhold 25 million pounds from the Palestinian Authority. President Trump withheld $221 million dollars that Barack Obama tried to sneak through in the waning days of his presidency. He is also withholding funds to UNESCO and other UN bodies that were also allocated by Sec. Kerry. In Great Britain they are investigating claims that the funds were ending up in the hands of terrorists. They have proof that humanitarian aid was given to the PLO. As for as the in the United States Representative Ed Royce chairman of the House Foreign Affairs Committee refused the release of payment that was taken unilaterally by the Justice Department. In 2015 the Obama administration gave $557 million to the Palestinian Authority.
There is a belief the President is preparing executive orders to hold all payments to terrorist-sponsoring states. It is believed that it would halt US funding to the UN and other bodies that grant full membership to the Palestinian Authority and the PLO. The New York Times states it would also include “agencies that give full membership to the Palestinian Authority or Palestine Liberation Organization, support abortion programs or engage in any activity that skirts international sanctions against Iran or North Korea."
The US prohibits “voluntary or assessed contribution to any affiliated organization of the United Nations which grants full membership as a state to any organization or group that does not have the internationally recognized attributes of statehood.” Under this, the US is required to withdraw from UNESCO when it accepted the Palestine Authority not give them more money.
In 2012, the United Nations General Assembly voted to upgrade “Palestine” to nonmember observer state status. United States funds 8 billion in mandatory and voluntary contributions which make up 22% of the UN financial resources. Obama should have taken action then.
