G8 draft warns Gaddafi but ignores no-fly zone

PARIS - G8 foreign ministers will warn Libyan leader Muammar Gaddafi of the "dire consequences" of failing to respect the basic rights of his people but will stop short of recommending a no-fly zone, according to a draft communique seen by Reuters.

The draft, which could still be altered before its release following ministerial talks in Paris, calls on the UN Security Council to increase pressure for Gaddafi to leave, including via economic measures.
