GAZA CITY — The Hamas government in Gaza cannot afford pay its 32,000 employees in full for the second straight month, the group's Deputy Finance Minister Ismail Mahfouz said Sunday.

Mahfouz denied that the Islamist group are caught in a cash crunch, but said Hamas is having trouble getting money into blockaded Gaza.

Mahfouz said that all government employees will get $400 for April, including those who earn up to $1,000.
